Existing public-sector capacity is far short of demand, forcing near-total dependency on imported seed for warm-water species and causing 25-95% fingerling mortality events for cold-water species due to poor quality and transport stress.

Reservoir Seed Hubs
Meeting the annual requirement of 124-152 million advanced fingerlings for reservoir stocking requires dedicated, large-scale "Reservoir Seed Hubs" near major dams, run under PPP models. Feasibility studies for 2-3 hubs are prioritized in the short-term implementation plan.
